John Bywater (Chair)
John is a senior Finance Officer at Leeds City Council he has been responsible for leading the budget for the city’s Outstanding children’s Services. He is knowledgeable about schools finances and financial modelling with an especial expertise in recovery for schools facing very challenging financial circumstances. He is experienced in working with children’s services, inclusion and developing restorative practice in leadership, schools and children’s services.
John works well with local politicians and is highly regarded for the quality of his work and his high degree of personal integrity.
Dr. Wendy Bradford
Dr Wendy Bradford is a highly experienced leader in education. She has been a senior leader, across a range of 11 – 18 and 11 – 16 comprehensive schools in Kirklees. As headteacher, she shaped and led the whole school programme which aimed to improve students’ skills in Academic English, which led to national recognition for the school as one of the country’s most improved. Her work as a Headteacher was described by Ofsted as ‘exemplary’.
As secondary school improvement lead in a local authority, Wendy shaped and led the innovatives, with clusters of secondary and primary schools in Oldham rapidly improving the achievement of disadvantaged young people.
Wendy continues to work with schools as a consultant senior leader and as a school improvement partner and advisor.
Wendy has been an Ofsted inspector since 2012.
Until 2018 Andrew was the Chief Education Officer for Leeds City Council responsible for school improvement, governance, early years, special educational needs and admissions across the city.
He had previously been the headteacher of several schools over a 15 year period leading a number of challenging schools in inner city contexts from categories of concern to achieving good and better oftsed inspection outcomes. He has been a teacher for almost 40 years working at all ages in the primary phase.
Andrew is currently supporting a group of schools to improve leadership and governance.
Stuart is the Lead Adviser for Governance at North Yorkshire County Council he is responsible for a governor support service and a governor clerking service that both work with over 300 schools and academy trusts. Stuart leads training for teachers, school leaders and governors. He also leads North Yorkshire’s governor school improvement network meetings.
Stuart has led external reviews of governance at a number of schools, having re-developed the North Yorkshire framework for governance reviews and as a result supported boards to improve their governance.
In addition he personally has 25 years’ experience as a secondary school leader including as Principal of a new school where he led all aspects of establishing the school through its opening phase. He has significant experience as a senior secondary school leader including as deputy Headteacher of the most improved school in Yorkshire and the Humber.
Andy has worked in senior roles in Education since 2000, covering the FE, secondary and primary sectors. He has considerable leadership experience as a HR Manager, School Performance Adviser and currently as Head of School Support Services at Oldham Council. In his current role he is responsible for school governance, statutory HR matters, Head Teacher recruitment, school employee relations and pupil place planning. He has considerable knowledge of a wide range of statutory education legislation and is currently a Local Authority Governor and he is Chair of a Local IEB.
He has previously been a member of and worked closely with a number of Interim Executive Boards in the authority.
